Alright, so. Sei here is kind of a ridiculous jackass, but he is also capable of sensing other magical beings and, to an extent, identifying them. For instance, in his canon, he could tell Castiel Some Angel Being Who Isn't Actually In This Game is magical, and an angel, but he couldn't tell his name or angelic rank. He cannot sense things that aren't canonly stated to be magical in nature: For example, he can't sense Gene X, no matter how ridiculous the mutant's power is.

Secondly, if you catch Sei singing, he basically has the effect of a giant overgrown tribble, with the same sort of soothing effects and less the ridiculous breeding.

Zelgadis probably has some traces of magic, given he was was magically transformed from a human. His non-human parts are brau demon* and rock golem. The turtle gave him a gift of being human for an hour a day, but he'd probably still reek of magic, since it's not his natural form any longer.

Also, Zelgadis expects people to be a jerk to him.

You can soothe Zel, especially if it would be hilarious. (Zel is from a comedic universe, and is usually the butt of jokes.)

* Which is actually more of a goblin-creature with a lot of magical reserves. 'Demon' seems to be a broad term in the Slayers universe for 'what the hell is that ugly thing trying to blow us up?' and includes a lot of things.

Tazendra is genetically engineered from a human, so she'd read as non-magical. I'm assuming Sei can't sense people capable of using magic (especially when the magic system is more a skill one learns than an innate talent).

Tazendra challenges jerks to duels. That doesn't mean you can't be a jerk to her, but it means it will probably end in violence. (Also, she will totally use anyone bullying anyone else as an excuse to fight the bully.)

You are free to sooth her via singing. It may confuse her if she's obviously angling for a fight.

There might be a few instances when it won't work (like if he's going full avenging angel) but Castiel can be affected by magic, especially if he's been weakened, and the guy thinks sitting quietly's fun. So he won't say no to some soothing relaxation.
